i dont think so you can decrease or increase inernet connection as it demand upon which ethernet card you are using and what range of speed it supporting.

click on stat> control panel> netwrk connections>
then right click on your dsl connection> click roperties> and on the advance tab> check allow other users to connect to this computers internet connection.
that should do the trick.
