How do I start my own internet tv station for free? I know it can be done I just can’t figure out what to use.

1- I have to have somewhere else to host it, I have a laptop and it cannot be the server.

2- I want it to be like tv, to where you just have to watch what is on it and not pick what you see.

3- It can either be a website or program

I m using Vista.I have external tv card.How do i watch free internet TV using windows media centre or others.
